    Nebraska Early Childhood Collaborative is looking for someone who shares our passion for supporting early education and school readiness.  We have a new position on our Finance and Administration Team and are in need of someone to fill the role of

    Early Head Start Fiscal Director

    This is an important position that is responsible overall financial management of the Nebraska Early Childhood Collaborative (NECC) Early-Head Start Child Care Partnerships, ensuring compliance with all federal and state requirements.  The Early Head Director stays current in the field and shares changes in rules or regulations with program and fiscal colleagues.  As a key leader in NECC’s fiscal operations, the EHS Fiscal Director collaborates closely with the VP of Finance & Administration/CFO on overall department management and provides department leadership in the CFO’s absence.

    Specifically, the Early Head Start Fiscal Director will,  

    • Maintain a thorough understanding of the financial rules and financial reporting requirements for EHS. 
    • Maintain a thorough understanding of NECC’s general ledger structure and financial policies and procedures.
    • Prepare annual EHS-CCPs budgets and budgets for related grant applications. 
    • Review and approve monthly expenditures for EHS-CCPs.
    • Prepare and submit all required financial reports to the Office of Head Start.  Secure necessary governing board and/or Policy Council approval. 
    • Prepare and monitor the implementation of annual cost allocation plans.  Make adjustments throughout the year as necessary. 
    • Review EHS-CCP’s purchase orders prior to submission to ensure expenditures are allowable and documentation meets federal and state requirements. 
    • Review EHS-CCP’s requests for travel and training prior to submission ensure expenditures are allowable and documentation meets federal and state requirements. 
    • Meet weekly with the VP of Early Education/Director of Early Head Start to review the financial status of all areas that pertain to EHS-CCPs.    
    • Prepare work papers for Single Audit and responds to inquires from auditors that pertain to EHS-CCPs.    
    • Spearhead procurement for items that exceed the simplified acquisition threshold and maintains required documentation.
    • Provide regular fiscal training to EHS-CCP staff. 
    • Maintain inventories of tangible federal assets and reconciles to financial statements.
    • Serve as fiscal liaison to Policy Council. 

    This position requires the following education and experience, 

    • Previous financial management experience in a Head Start or Early Head Start program is REQUIRED.
    • Baccalaureate degree in accounting, business management, fiscal management or a closely related field OR CPA license required. 
    • Minimum of three years’ experience in an accounting or financial management required. 
    • Strong knowledge of Generally Accepted Accounting Principles (GAAP), nonprofit accounting, and internal control processes.
    • Blackbaud experience preferred.
