SUMMARY

Responsible for coordination, oversight, and overall project management of the “Support for Youth Victims of Human Trafficking in Nebraska” project of OVC FY 2020 “Improving Outcomes for Child and Youth Victims of Human Trafficking” grant, which is part of Connected Youth Initiative (CYI). Also responsible for the coordination of trafficking and violence prevention strategies for children, youth, and families statewide.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned. All duties are carried out with minimal supervision.

 

Coordinates, manages, and provides programmatic oversight to all aspects of the “Support for Youth Victims of Human Trafficking in Nebraska” statewide project including planning, assessment, implementation, evaluation, protocol development, and sustainability efforts across the state.

 

Provide leadership, guidance, and technical assistance on building and maintaining a comprehensive response system, led collaboratively by the Nebraska Support for Trafficking Survivors Action Team (STSAT) collaborative system that enhances child and youth well-being.

 

Convene partners at the state and local levels utilizing a Collective Impact approach to address problems and align strategies to reach improved outcomes for child and youth victims of sex and labor trafficking.

 

Work with Nebraska service providers, law enforcement, child advocacy centers, victim services providers, tribes, and state agencies to examine protocols and process, develop new model protocols, make recommendations, document lessons learned, develop plans for training and evaluation, and participate in continuous quality improvement processes.

 

Facilitate service array and comprehensive assessment, resulting in written plans, with statewide multi-agency collaboration and tribes and Native communities.

 

Lead the STSAT network of multi-agency partners to create a written action plan, training plan, and plan for evaluation and data collection.

 

Serve as NC’s agency representative to local, state, and national human trafficking coordination bodies, grantee meetings, trainings, and other opportunities (as appropriate).

 

Promote CYI-supported best practices, including Youth Thrive™ and other strategies.

 

Provide support, guidance, and technical assistance to contractors and communities working towards improved outcomes for child and youth victims of human trafficking.

 

With supervision from the VP of Connected Youth Initiative, responsible for internal management of processes for the “Support for Youth Victims of Human Trafficking in Nebraska” grant project, including budget management, completing reports, monitoring contracts, and fund development for sustainability.

 

As a member of the CYI Team, NC Steering Committee and Bring Up Nebraska/Thriving Families Internal Team, assess opportunities for integration of project objectives and strategies into the statewide community-based prevention system.

 

Coordinate and oversee all community-based efforts to address human trafficking and violence prevention and identify strategies to support children, youth, and families impacted by human trafficking and or sexual/domestic violence through planning, assessment, implementation, evaluation, policy and sustainability efforts via Bring Up Nebraska/Thriving Families.

 

Manage and oversee all aspects of the sub-award agreement and federal funding agency (OVC) including reports, financial reports, performance measures, deliverables, vendors, contracts, and maintain positive working relationship with Department of Health and Human Services.

 

Coordinate outreach, marketing, and communications necessary to achieve outcomes.

 

Champion administrative and organizational policy changes in community organizations, state agencies, and NC that support and provide resources to assist children and youth.

 

SPECIAL QUALIFICATIONS

  • Experience in the field of human trafficking and/or violence prevention including prior experience with, or demonstrated commitment to, developing and implementing a collaborative approach to addressing the complex needs of trafficked children and youth.
  • Advanced small and large group facilitation skills.
  • Excellent verbal and written communication skills.
  • Demonstrated ability to establish and maintain positive working relationships with a wide variety of stakeholders; a team player that can operate effectively with professional peers and associates within a demanding work environment.
  • Demonstrated ability to work independently and meet deadlines with minimal supervision.

 

SUPERVISORY RESPONSIBILITIES

This job has no direct supervisory responsibilities.

 

QUALIFICATIONS

EDUCATION and/or EXPERIENCE

Bachelor’s degree (B.A.) or equivalent required; Master’s degree (M.A./M.S.) preferred. And at least five years’ experience and/or training in any of the following fields (or similar): criminal justice, law enforcement, social work, psychology, counseling, advocacy, victim services, or public administration; or equivalent combination of education and experience. Computer skills on a PC are required. Knowledge of MS Office Suite is preferred.

 

LANGUAGE SKILLS

Ability to read, analyze and interpret documents such as grant solicitations or governmental regulations. Ability to write grant proposals and progress reports as well as routine reports and correspondence. Ability to respond to common inquiries about the organization from the public and/or business community. Ability to effectively present information to public groups, top management, and/or boards of directors.

 

MATHEMATICAL SKILLS

Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs. Ability to read and interpret demographic and statistical research data.

 

REASONING ABILITY

Ability to solve practical problems and deal with a variety of variables in unique situations. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form. Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret statistical research findings (such as Census data) and to interpret mathematical data accurately in written communications. Ability to plan, schedule, and manage multiple activities at once.
